American lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Impact of Federal Closure
The effect on US citizens from the longest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Golf Course
As weekend meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator stated.
Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Response
Opposition senators expressed alarmed reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of insurance companies by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to restart the government and continue the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the subsidies.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress fails to act."
Partisan Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Some analysts indicated that the core of such a proposal would remove the ACA's requirement that carriers cover patients with existing health issues.
After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough backing in 2017.
